Can multiple people fill out the same Microsoft form?
@Lisa567 a form can only be completed & submitted by 1 person. What you want to do can't be done with Forms but could be done either with Power Apps or a combination of Forms, Power Automate and SharePoint.
You can allow the responders to submit multiple responses via unchecking the One Response per person.
Send a form for others to edit
Open a form in Google Forms. Click Add collaborators. Click "Invite people." In the "Add editors" window, add email addresses to share it with others.
If you've created a survey, quiz, or poll, you can easily move it to a group so everyone in your group becomes an owner of that form. Group co-authors can help add content, analyze responses, and share the form with others. Note: If you're an admin, you can transfer the form of someone who has left your organization.
In the Share pane under Send and collect responses, select the drop-down list and choose from whom you want to collect responses. Anyone can respond - Anyone inside or outside of your organization can submit responses to your form or quiz.
In Microsoft Forms, we can set the Start and End time and the form will accept responses during this time only but there's no option/setting in the from itself to limit the number of responses. You can, however, consider creating the flow in Power Automate to set this limitation.

Co-edit a file
Just open the file you need to edit and if other team members are editing it too your changes will be seamlessly merged as you work.
What happens to a Microsoft form when the owner leaves?
When an employee leaves the organization, the form created by hm/her will delete once the account is deactivated. To prevent digital property loss, you as an admin cangain access to the forms of that former employee. To transfer ownership of a form, administrators can access the user's portal via a specialized URL.
Sharing your Microsoft Form results is as easy as checking them. Head to the form you want to share and click on the Responses tab. Then click the three dots next to Open in Excel to show More options. Then select Share a summary link.
Share results with others
Select the Responses tab. > Create a summary link. Select Copy.
Open the Form, select the ellipsis button (...) on the upper-right corner of your screen, select Settings, and then select the Get email notification of each response check box.
Go to the "More Options" menu. Go to Settings. Select the "Only people in my organization can respond" radio button. De-select "record name" and select "one response per person."

- Click the name of the collector to access the collector options.
- Click Multiple Responses.
- Select On to allow the survey to be taken more than once from the same device.
You should remove the answer completely since no statistical program will be able to measure this, unless you can divide it into two seperate questions, which shouldn't be done. Be sure to inform your participants there should be only one response per question in the beginning of the survey. Good luck!
