Does Microsoft Forms have a question limit?
@anna195 the "limit" is 60 options in a choice question before you get that message. But you should still be able to enter more options and save the form.
In Microsoft Forms, we can set the Start and End time and the form will accept responses during this time only but there's no option/setting in the from itself to limit the number of responses. You can, however, consider creating the flow in Power Automate to set this limitation.
Since restrictions are only available for text questions, you are asking the respondents to type their answers. This is different than selecting an answer from a list of options as in a multiple-choice question. With this in mind, you may have a form, survey, or quiz requiring a numerical answer.
There is no objective limit on how long a questionnaire may be, nor any absolute maximum number of questions it may contain.

YES! You do not need to link the Form to a Sheet! You can have many more responses in a Form than you can ever fit in a Sheet.

Microsoft Forms allows you to quickly create surveys with various question types, including choice fields. There may be times, where the number of choices is very large (for example, US states). Based on some initial assessment on the Choice field, there is a limitation of 60 options that can get stored for a response.
You can include up to 2,000 total choices and collect several types of answers in your form or quiz. Learn how to add a question to a form.
Keeping this data in mind, it's best to have a survey that's less than 30 questions and/or takes less than 8 minutes to complete.
There is no hard and fast answer. However, as a general rule, the survey should take no more than 10 minutes to complete; less than five minutes is more than twice as good. Typically, this means about five to 10 questions. Ask fewer questions if they are particularly involved or are free-response questions.
Asking too many questions can limit the transfer of information and the productivity of the conversation, and foster a defensive and even adversarial atmosphere. Questions are not an end in themselves; they are a means to an end.
The difference between creating a new Form vs a new Quiz is that in Quizzes you can add answers and scores, as well as math equations, you can also provide feedback on the users selected answer - explaining why it is right or wrong.

We use it when we have a potentially long response that gets saved to a multiline text column in SharePoint (for example "What can we do to make working from home easier for you?").
